The CAER
organization is one of a series of similar organizations, established January 1, 1986, to
meet the expectations of The Canadian Chemical Producers' Association with respect to
industrial disaster readiness and community awareness.
In fact, in this area, mutual
response has been a characteristic of the petrochemical industry in Lambton County since
1951, through the Chemical Valley Emergency Co-ordinating Organization and our community
awareness activities began in 1985, within months of the Bhopal disaster. Because of this
background of experience, we were among the first four communities in Canada to achieve
the highest level of readiness, honoured by the CCPA in 1986.
I have been Administrator of the CAER
organization since 1989, completing nine years today. I have worked on writing teams for
the Major Industrial Accident Council of Canada and worked around the world for the United
Nations and the World Environment Association, establishing organizations similar to our
own. I am a past Co-Chair of the Ontario Joint Municipal/Industry Emergency Response
organization.
I have known Mark Braet from before the founding of his company,
when he was employed in similar duties with the Lambton College of Applied Art and
Technology, of which I was a Director. I have followed his career with interest. He has
brought honour to Lambton County with the outreach his company has achieved.
In 1993, the year Environmental
Accident Protection was founded, I believe, Mark became Chair of the Chemical Valley
Emergency Co-ordinating Organization - the only private business person to hold that
position. He served with distinction and has been a welcome returning visitor at many
meetings since.
I know that Environmental Accident Protection has a long record of
satisfied clients and I am pleased to recommend him for your consideration.
Sincerely,
Allen R. Wells, CAER Administrator
